I dont think per capita is a fair judge. I would like to see some consideration given to a countries land mass, its total polution output and the ability of its landmass to absorb the pollution.
A recent visit to China showed me they may be less pollution per capita but their country definitely cant handle the total output.
I am sure each side will use a figure that suits their debate.
