Maybe they're intending to create some fear in the market-place to assist in a property price recession. They've done the sums and can see the cost of housing has become so high that they'd be left with a generation of people unable to purchase a home without further tax payer assistance. Interference in the market place to date has been instrumental in taking house prices beyond mere mortality. Them taking the foot off the accelerator just a tad may be all that's needed to spook the market while it's rocking.
