To break down cellulose you need "critters" large and small. They need nitrogen to grow so there is a "nitrogen draw down" while they are alive and doing their job. Eventually they die and return that nitrogen back to their local environment. Wood shavings are bad for this "draw down".
So add the shavings complete with the excreta to the compost and the breakdown will happen BEFORE you add it to the garden.
