"within three months" what part of "within three months" do these guys not get? Is it the "within", the "three" or the "months"? Seems like the "within" has them stumped.
3 months weren't requried because Axiom already had struck a deal with landowners. Hence Minister could issue PL license straight away.
Business as usual for Axiom.
