It wouldnt be shocking for him to put out negative views publicly, hoping to depress prices, prior to coming out with an offer. That offer would be relative to VWAP over a prior period of declined prices.
In other words talking down uranium makes a whole lot of sense if you are a potential buyer of the commodity or mines producing it.
