I don't think that the market feels things won;t happen, but moreso that the price has these things factored into it already.
Perhaps some who had factored these develpopments into the share felt that the share was overvalued when it passed 20c - and that it now presents a more comfortable level of risk at this lower price.

The things in the latest preso will surely happen in due time (no points for guessing how long that peice of strnig is for everyone in this sector), but all this stuff but the forced (oppressed) carbon tax is making so much noise that it is startling every potential investor in the Brown Coal sector.
Due to MNMs most recent announcements, its own Brown Coal play could be what is reverberating the loudest in MNM investors minds and perhaps a reminder that it is involved involved other sectors would serve the shareprice well in keeping up positive sentiments.
