Re the impact of the GST though, you have further demonstrated my point that the GST was designed to grow & to catch people every time goods & services are legitimately purchased.
IMO it has enabled practices such as the funding of upper middle class welfare, subsidised private & religious education & even cuts to company tax rates. IMO these are not budget essentials.
As for paper trails & people who charge GST - you are kidding yourself if you think a substantial part of the Australian economy does not evade GST whenever possible. Cash in hand does not result in payment of the GST if suppliers don't use the system - just ask drug dealers if they either collect GST or pass it on to Govt.
