That status may have more to do with the contract and at what point the rig goes from "mobilisation" rate to "drilling" rate (not uncommon to have differing rates in the contract).
They should spud by this evening assuming that they are on location - normally once the primary anchors are down the rig will be picking up drill pipe and mixing spud mud, some drilling contractors / OIMs will allow you to spud with only the primary anchors.
I think spud will be announced Friday AM.
