My guess is that PRR management are as frustrated as you are about the delay. The difference is that, whereas you are free to vent your frustration MR is not. He cannot take the risk of even slightly infering that SEC are the ones that are holding things up. The only stance he can take is to BE PATIENT and wait.
Very wise management decision!
You should write to him and congratulate him for being so disciplined in not responding to unrealistic shareholder demands.
