the old phone lines had their own power source as I understand it so even in a blackout you can reach authorities
if the blackout is longer than 2 hours?
also, does anyone know if you call 000 with VOIP if the authorities know where you are calling from (which they could do with fixed lines)?
they may be a minor issue in the big scheme of things but still very significant to a lot of people
