I don't think it is that simplistic.
No one has yet answered the question of who owns those debts owed by the Europeans and Americans. Some are owned by the Chinese and probably Japanese, but they can't possibly own the bulk of it.
If the banks had created something out of nothing, then why don't the Europeans and American legislatures nationalized these banks and with the stroke of a pen, debts cancelled, and debts problem solved. Somehow I don't believe that is the case.
It is a mystery, but please, don't bring out some kind of conspiracy by some shadowy figures to control the world.
