story one
chinese friend lifetime resident and citizen of indonesia had his sister home from sydney uni for christmas hols
but when she went to get an exit visa to resume her course things got financial
a few days later the amount was growing and it took until whoever was the last in the chain to be satisfied with the amount before things could move...

story two
some undesirables were running a protection racket amongst the businesses including my friend's business
when approached he went to the police..they asked him to cooperate with the payola for the time being..open ended
several months later the army (in civies) fully briefed as to the rogues' identities and addresses, herded them into the street
all dead

it IS a different culture and by our standards has serious shortcomings in the area of ethics, justice etc..where we are so lucky to be australians...here's to our british/european heritage!
we should be offering to assist them with education in ethics, admin, justice...no it is not paternalistic, it is simply needed, and you help your neighbour in what he needs
