I think Kiril was just trying to say these guys are connected, and the AGM said as much. People in high places even if from the past weild power.

As you edxplained, they have already done exactly what Kiril proposed with the 'sheep situation'. Sheep should have been distributed in an equitible fashion, but instead the wealthy/connected 5 got the lions share.

You have earmarked a possible change of government by years end. Nobody knows what that will bring. It could be the "right" people get in, but it could be even worse.

Also its possible to get the greenlight today and then be stripped tomorow by a new regime. Like South Africa and Apartheid.

Uprisings and civil unrest particularly with violence and deaths can cause major disruptions, even to operational mines. It doesnt take many deaths for a company to withdrawl. Then someone takes over a fully operational mine for free. And try getting compensation.

What we really want to know is, Is it free milling or only in the metallurical sense but not practical?
