Its pretty obvious Tincom couldnt carry the project on their own...hence the abilty of ECT to introduce new CSA's to the SPV.
Tincom is a SOE vehicle that is clouded in mystery - something a struggling microcap doesnt need as their sole initial partner.
The Datang positive is they are not going to mess around like Tincom. They have already burnt Coldry (likely both Inner Mongolian and LY) and are happy to commit to a larger burn to appease financiers. Datang have the $$ to do what Tincom cant. Fast track. They can build Hastings rapid fire if they want.
Id imagine Vic govt/brown coal folk are extremely interested in the Datang approach. Since when has a Chinese major begun negotiations for a major resource project in Vic? Common in the rest of Aust - but never in Vic.
A month or so ago Chinese majors were whinging about the lack of ability to access Aust resources in fast track time frames. Well...here is a no brainer China...not just the LY situation, but Inner Mongolia.
Despite the sp - real Chinese substance is here now...and obviously other groups are calling the ECT hotline. Seems any further Datang news is about 4 mths away - but fact is they are here - a CSI's time is ripe now to appear - the sp is hammered/capped to their desire imo.
Throw in a likely carbon tax - and the media will latch on - but when?
My guess is May 30 is the launching pad. Who knows what the sp will do Mon - but it will be game on behind the scenes. Arup $$ will be on. ECT no doubt get financing offers all the time - but May 30 on it gets more solid.
Pre LJC - ECT didnt really have much other than a dithering Tincom.
Post LJC (nearly) - ECT have JCS plant in and large scale test burns done/underway. Datang and others to come are products of the JCS refinement.
SPV $1.5 mill done on Mon...ra ra...and surely ECT can negotiate away from the con note cycle.
Alot of risk is out imo now. Chinese are in Vic of all places. Window is closing at these prices - hope ECT spring a CSI ann at some stage just like the Datang ann....no leaks and shut traders out.
Actually its not hope anymore imo...just time. Quite exciting playing with Chinese majors.
