Sometimes people can't see the wood for the tress.

ANY university student can simply use their own 'home' computer to access nearmap for free so given the ownership of computers for such students is near 100% I don't see the actual need for Universities to pay money - do you?

ps most laptops are moblie and of course this means that Nearmap can be used on University grounds but still be a 'home coputer'
