If png had paid, would the money have gone to Colt to tool up for volume production?

I think the US and Canadians look like being good customers. Colt says they are the sole source supplier of the M4 to the US military. The M4 is used by special forces around the world. The MAUL appears to be attached to an M4 in all the new MST promotional material.
