I don't think you have the right handle on this.
The Cvac vaccine requires the actual patients own blood to be taken. This is then sent to the manufacturing facility for extraction of that persons specific antibodies, from which the specific vaccine for that patient is produced.
As previously mentioned this will be done initially by the Aussie facility for Dubai patients.
The vaccine will then be shipped back to Dubai (in this case) for injection under the DHCC supervision.
