well have a look at the following one, which is a letter from the secutary treasury address to all ministries, heads of departments, stating they must follow the guidelines as from time to time they receive 'unsolicited' proposals. They are saying these are the guidelines which must be followed which in accordance with the SCARC and department of public finance.
Perhaps these guidelines were not followed? And the SCARC refused to accept the metamizer proposal initially. The issue date of the guidelines being 16th of May suggest to me that they are ONLY NOW looking at the proposal in accordance with the SCARC and dept of public finance. This is why we have no so much delay. No doubt this indicates the deal hit a little snag earlier on in the piece, now the maybe the ball is rolling over their in Srilanka?
