I'm sure ARUP is a competant provider of services in its field of work. Trouble is that ESI will have to find some $ to pay ARUP's consulting fees and then have to find someone to build the plant, which again will cost big $. Hence, i'm sure if I were ARUP i'd happily sign up a paid engagement with WEC, whose capacity to pay would seem much more compelling at the moment.
