BEE1 needed some kind of consideration to sell it's financially dormant stake in CCL. Come in BEE2 who pays of BEE1's debt and in return gets part ownership and subsequent revenue returns from existing mines. Now if BEE2 has some members on its board also having pull with governmental mining bodies, it may increase revenue stream by having a more favorable allocation of their existing quota of coal being freighted or shipped ... consider why Anglo wanted to be part of Riversdale (government deals) and why BHP is selling some of its exploratory tenements allowing local companies a piece of the pie and in return gets access to favorable coal allocation ... its politics, without having to resort to further foreign JV's, CCC has set itself a favorable revenue stream position with SA mining authorities and their stance towards local company protection, prosperity and fairness ...
