sarco and ord tenements in laos

The below image is taken from an older presentation, I cannot remember which one, feel free to help me out on this. The light shaded boundary states this is SARCO Application. Does this mean that SARCO will own all this or is this proposed?
I have just finished overlaying this to Google Earth. It was great to zoom in and see the areas cleared for drilling in the yuqida tenement which is the larger of the blue tenements shown above.
I just need somebody to make sense of the white shaded area for me. You are also able to see the type of terrain we are dealing with which makes an interesting subject to discuss, similar to the recent power source discussions we had.
