It is true Traxys is a trader of uranium but the difference is they will manage the material into the market better. In fact I wouldnt be surprised if they already have a long term contract lined up to take the material (back to back with their deal with DOE) effectively arbitraging the spot against the long term price.
With the previous arrangement everyone knew when the material was coming to the market and the spot took a hammering on a quaerterly basis. The Traxys deal should help things as they will deal with the material in a more subtle way.
