In my view, whatever happens in Germany is irrelevant to PEN unless it has a significant downward impact on the U price. It is a furphy, in fact.
Germany is more an issue for U producers in countries like Australia which are large exporters of U (but only to the extent that they are exporters to Germanty).
The USA is a significant net importer of U and this is where PEN's market will be (i.e. in replacing U imports with low-cost home-grown product for US-based utilities).
Besides, as others pointed out, it is a political decision (due to the power of German Greens) which is bound to be overturned following the next elections (as it does not make economic or environmental sustainability sense).
