I'd say that it's the case that there are some who have decided to not risk the outcome (and therefore taking profits) combined with no real reason to increase position at the moment (everyone is just waiting).
So you've got some sell pressure with no buy pressure.
That's obviously far from certain. But one thing that I feel that I can say for certain is that BTU's proposal, methodology, and approach to the environmental issue is (in my view) reasonable. And it's important that the environment is a stakeholder in this endeavor.
It's in the hands of fate now. :)
