As we are all guessing here is my guess..inspired by Dorski,s post.
I chewed it over and concluded..elementary dear Watson.
Fact.There are 6 licenses in the full process.
Lynasheads can mentally picture whats involved chemically,scientifically,in processing the REE ores into oxides.
The 4 remaing Licenses start with the Pre Operation Clearance (License).
OK here is the KEY.
We accept that things need to be operating to produce Operation Data.
If that is accepted as fact..then ore will be shipped on time and LAMP on time.
If the pre operating License is based on Theory,then no guage can be made on emissions or the Waste,Im sure this aspect was covered in the Construction license,not an issue for the Pre Op.
Hold that thought.
When the Gov. get the report,you would have to back a week at best to prepare a Public announcement.
Why..the IAEA only needed a week there..if you read the IAEA stats. you,ll find their average required involvement is 3 weeks.
Obv. we were no big deal.
Dorski hit the nail on the head.
Strategically,they cant come out and be definitive..yea or nay.
The GOV. was at fault at Bukit.
We will get a SUSPENDED sentance.
The 4 Licenses totally cover the Gov,s backside...if need be beyond Election time.
This is to appease the Protests...time..all the monitoring systems that will be undertaken until LYC get the next License.
OMG might comment better how long Malaysians will need to be convinced....but you would think a year of monitoring before a Full and final License granted.
Vitally,I see it that way..Monitoring...as opposed to closing the Plant down pending indecisions .
Each time the Gov. can declare,ok thats one License but we are watching closely and if anything becomes unsafe,we will close the Plant down.

Perfect.We know the plant is safe..elementary dear watson..our thorium is crap,useless,low,what a bummer for the future Thorium Industry..our grade is tooo low.
