At this point in time they appear to be finding great difficult in doing so.

And my reply was that it is possible to justify a blanket ban on environmental grounds (and for that matter on cultural grounds, although I didn't say that in my post).
If legislation and process won't impose a blamket ban on those grounds then my personal opinion is that legislation and process is flawed, and that it should be changed.
What I think will happen is that DOR and the EPBC, because of the ground breaking and radical nature of the sea based element of the so called "Groote Project" will adopt the "precautionary principle", and GOT will in fact be made to jump through hoops, and climb mountains and crawl through barbed wire to progress their project. And that, in my opinion, is the way it should be. Do you want to see an environmental disaster unfold in the Gulf? Wouldn't you prefer the DOR and the EPBC err on the side of caution?
I don't believe that GOT is the short term speccy investment some thought it to be ...progress, if it's not completely short sheeted in the short to medium term, in my opinion will be slow and ultra-conservative.
