That's quite a post for a first-timer, ejd! I've (only)seen the outline of the article in French and English and imagine it is potted summary of the June ructions over the EGM - and it seems to have a second agenda to get the JV partners to get their fingers out. I'm with them in that case. Aren't we all?

In regard to a second study - we know the JV partners have commissioned an independent evaluation. (ie they are ducking responsibility, just like good public servants everywhere.)

I could put that in other words but the moderators wouldn't like those.
