I believe when there was lobbying for feed-in tarriffs for bluegen, Penny Wong knocked it back because it consumed fossil fuels.
So while Solar and other renewable energies get penalty feed-in tarriffs, bluegen remains unable to get any feed-in tarriffs at this stage. I think all they were asking for at the time was the current retail rate, but I would need to check.
