For the purpose of strengthening and standardizing the administration of the export of rare earth and in accordance with the provisions of the Foreign Trade Law of the People?s Republic of China and the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods, administration measures on the export of rare earth ferroalloys are hereby announced as follows:
I. As of May 20, 2011, ?other ferroalloys containing more than 10% rare earth minerals by weight? (HS code: 7202999100) shall be included into the export quota license administration system of rare earth
they are going to fudge it a bit....include a ferro alloy and say its part of the quota.
The Ministry of Commerce has indicated that annual quoata to be slashed to 30,000 tons from 35,000 tons in 2010. This makes the squeeze even bigger
