Oh yes, there would be intense opposition against any structure at that "neck" in your picture. But you could have turbines a little out to sea. Derby has the strongest (from memory) tidal surge in the world. The tide goes out like a bat out of hell and comes back in with a vengeance....a series of turbines would pump out a lot of power. Tidal energy has been seriously considered in the past, and that site has the strongest tides...
But, alas, it could be found that its at that spot that the Wagyll goes surfing....
