If China cuts rare earths the WTO gets annoyed.
If China tries to develop rare earth projects outside of China to reduce the amount of pollution from mines inside China, foreign governments get uncomfortable that China's state owned enterprises are going to own their REE resources and block it.
If China continues to supply 97% of the world's REE, its environment suffers, no other countries will feel the need to develop their resources and diversify their supply channels, but at least foreign governments will be happy.
Lynas is solving world problems.
