Any groups within the public that receive compensation sweeteners for the carbon dioxide tax i.e. - pensioners, low income earners, will still be paid from the whole, from the public as a whole.
As an aside, as many as you know, Lynas can and will still be successful with or without a carbon tax because there will still be strong demand for RE's without a carbon tax. LYC certainly don't really need it.
