who said the srilankans were slow?

They've cracked this deal back in April with Korea giving them a loan..so if Aust are giving them a loan whats the problem with signing? is macca holding them up???

Sri Lanka gets Korean loan for solid waste disposal
Apr 28, 2011 (LBO) - Sri Lanka is to get a loan equivalent to 33,536 million US dollars (41,886 million rupees) from South Korea to build four facilities for disposal of solid waste which is a growing problem in the island.

The Korea Economic Development Fund of the Export - Import Bank of Korea is to provide the loan in Korean won.
The funds will be used to build sanitary landfill facilities in four places - east Nuwaragampalatha and Udunuwara in the central hills, and Panadura and Hikkaduwa on the west coast.

The aim of the project is to minimise environmental pollution and improve the living environment of residents, a government statement said.


The total estimated cost of the project is 41.9 million US dollars with the balance funds to be provided by the Sri Lankan government.
