Well, in my opinion they have added the necessity of obtaining as much base-line data as humanly possible 'soil properties, water chemistry etc' to the Registration Process so that they have an initial record of data that they can compare future data against. For example, this is a critical process that the QLD Government lacked within its Registration Process for all 3 of the UCG Pilot Burns, this was stated in the Independent Scientific Panel's Report 'QLD Government = FAIL'.

This change in the Registration Process is obviously a good thing for the UCG Industry. In my opinion this matches up nicely with the explanation given in the Cougar Energy Asia Update Announcement.
