On the face of it the result out of Germany (1% degredation/1000hrs) beats the testing from gdf-suez (link below). gdf-suez reported initial degredation rates of 4.5% before stabilising at less than 2%. They also had significant gas supply problems which might not have helped the results either.
What's sobering is these results were for 1000hrs (about 5-6 weeks). How the stacks perform after 1, 2 or many years we wont know until they've been on test for that time. It's not as if you can artificially age a stack to speed-up testing.
