Mick, do you mean the short positions have been closed by the time they reach ASIC's records/register? Speaking of HC, I recall a trader, who claimed to short small stocks, commenting once elsewhere that a lot of short positions aren't recorded at all. Maybe if they are closed fairly quickly or on the day.
