They cannot sit on it, but they can certainly "manage" the timetable for receiving it from the reserve engineer. Grant Samuel will need it to settle the IER and the Grant Samuel report needs to be done before the scheme booklet is lodged with ASIC. The indicative timetable has the scheme booklet (first draft, including expert report) by 15 August - lodgement with ASIC by 22 August. On that basis, I think they will need to get the reserves done (and announced) in early August to give Grant Samuel sufficient time to settle its report.
