    On second thought I'll say THIS is what reversed Moly in the last 20 minutes of trade (and is helping Lynas now). Believe it or not our US politicians are not restricted for trading on insider information related to legislative business:

    The United States House of Representatives Natural Resources Committee this week approved legislation designed to spur domestic production of rare earth minerals and other materials needed for manufacturing technological goods. The bill passed by unanimous consent, and is just one of several proposals addressing critical materials that is being considered by the panel. Committee Chairman Doc Hastings (R-WA) said, "It is imperative that we identify the roadblocks to meeting our national minerals needs so that we can become less dependent on foreign supplies, increase our national security, and create more American jobs by securing our manufacturing industry and revitalizing our economy." China?s decision to restrict rare earth exports is one of the main reasons behind the push for legislation to rework U.S. minerals and materials policy. The measure directs the Interior secretary to conduct and inventory of U.S. minerals, and review impediments to domestic production. Representative Mike Coffman (R-CO) added, "There is simply no reason to be almost 100 percent reliant on China for rare earth minerals when we have such abundant resources here at home." An amendment that promoted the recycling of critical materials and addressed environmental concerns was also passed by unanimous consent.
