This is important. In some fields US researchers don't accept any procedure unless it has already been done in the USA.
So the following sentence catches my eye:
"Trustees said even if the pilot program did not work, the DEC will be familiar with the conditions at Mill Pond and future approvals might be granted more expeditiously."
My guess is that PHK's management would not have entered on this pilot programme unless they were aware of a very high chance of success.
A question. So far, though pilot programmes have not been followed up, I think this is not due to failure of the clients but their failure to follow the pilot up. Does anybody know of the failure of a pilot programme?
