Perhaps I am Simplifying this too much, but here goes.
One important objective for PRR is to improve cancer outcomes for sufferers.
The other important ojective is to provide a return on investment to shareholders.
I suggest that the first goal must be reached (clinically and by the numbers) for the second goal to be realised.
Summary: cool heads must prevail.
