Re smart money........

I don't think this decision came to fruition this morning.
Those in the know would have known weeks ago, possibly months ago so there has been ample opportunity to get set particularly while day traders have been buying and selling millions of shares between .023 and .026 over the last month or 2.

So anyone in the know that needed to buy a discreet parcel of a million shares or so would have done so without notice and without pushing the price up.
