Nice bit of analytical thinking but what if the SEC sent it in the mail on and not arrive until PRR receives and distributes its mail and that could be after 11am. Official matters like that may not necessarily be done by email lol.
From my perspective all I want is that the company advises the market as soon as reasonably practicable after receipt of notification.
