In one statement you managed to have 3 misleading information that are worthy of a TOU.
WHN do not OWN the 27000 sq km area. They have a license to EXPLORE the area and the license will expire on 2014.
The petroleum system is NOT PROVEN as Sychelles has NEVER produced a single barrel of oil. There were a total of 4 exploration wells drilled since the 80s and none found oil.
The waters being explored are NOT the resort blue water you are imagining from the travel brochures either, even though the water is less than 200m deep. Drilling may still require submarine.
The exploration well by AMOCO in 80-81 reached the depth of 1900m. You can't bring your snorkeling gear for your oil exploration I am afraid.
