I've often noticed that the drivers that stay well below the average speed of everyone else are 'usually' the least attentive. Example; you're in an 80 zone and the driver in front of you is doing 55-60. You cannot budge either way because all the traffic is overtaking you because of the slower driver. Then you hit a 40 kmh slow zone - you slow down to 40-45, but the slow driver keeps sailing through at the 55-60kmh - totally oblivious of the laws, he/she manages to pull quite a distance away from you. Speed back to 80 - you're zoning in for the kill without breaking the speed limit - an easy target here. Approaching the traffic lights - the driver in front of you slows to 50kmh and the traffic lights turn amber red - he/she drives right through the red lights leaving you behind as you had no option but to stop.
