Since few of us are aware of the rules on this point and probably a few other points one would think the bureaucrats in the road authorities would enlighten us.
Considering that they know our names and addresses and that each year they write to us asking for registration money then it would seem a simple matter to enclose a brochure outlining any changes to road rules.
It would be safe to assume that all longer term drivers would not pass a driving test primarily because they have never been updated by the bodies who make the rules.
