That (some) women incite men's lust by the way they dress is a truism.
The contentious issue is whether the way (some) women dress is actually a provocation to men and therefore a mitigation of assaults against women. Further to that - is it a deliberate provocation?
Within the paradigm of Australian society the way women dress is neither a provocation or a mitigation but to religiously conservative men from less liberal societies, "immodest" dress by women is shocking.
Religious conservatism tends to go with male dominance in society so naturally, they accuse the women and advise them to cover up. Whereas they should be saying these women are behaving within the accepted social norms of their society so hands off or you'll get 55 years in jail.
