    A FEW months ago, Pure Speculation's online manifestation broke the news that Perth junior Sultan Corp (SSC) was negotiating for a phosphate deposit in Togo. The West African country is the world's fourth-largest phosphate exporter but it is trying to modernise the sector and also build a fertiliser plant to get in on the downstream business.
