reading this paragraph looks like these guys are in no hurry to bring on any change,by the time they finish discussions and consultations with unions and employees you will find they are all still on the pay roll with half the place gone, i can see them screwing this whole thing up, i have heard so much about how incompetent they are, that a change like this could be the last nail in the coffin
