In the UK some hospitals are mostly staffed by Filipinos.
If a UK company has been granted the contract to run a hospital here then they may also use Filipinos.
Filipino nurses are well trained and do a good job but their wages at home are about a tenth of nursing wages here so they think they are being very highly paid when working overseas.
Maybe a Liberal strategy to keep wages down.
