It would be interesting as to what the Architectual group that has designed this project and there opinion as qualified and certified proffessionals if they were to assess this site for substantial construction and or according to Australian Standards completion.

One indicator would be the progress payments made to date on the progress of the actual site,and not the periphal services,such as access and site services that are mandatory in any case.
